协议书概念
协议：协议是指当事人双方就某一事情、问题，经过协商后订立的一种具有经济关系或其他关系的契约。协议书与合同同属一大类的经济文书，都具有法律效力，联系也很密切。协议可以成为当事人订立某项合同愿望的草签意见，合同则是落实这意见的具体表现。但是协议和合同还是有区别的。
1、角度范围不同。协议书往往较多地涉及宏观角度、总的原则。协商的是政治、经济、军事、法律等有关问题，大至国家关系，小至个人往来、合作办事、解决纠纷，适应范围大；合同则较多从微观角度，就某一具体事项签约。
2、内容要求不同。协议书的内容不及合同具体细微，如两个企业签订联营或者联合的合作关系要用协议书，可在协议书下另外签订有关内容的单项活动。
3、失效长短不同。合同的有效期限一般较短，“标的”一旦实现，合同就失效了；协议书的有效期限一般较长，有的则是永久的，比如换房之类的协协议书，不到房主再次易人，其作用便长期存在。
协议书格式写法
协议书的格式和写法 一般由标题、立约单位、正文、落款四部分组成。
1、标题 协议书的标题和合同的标题写法相同，即内容+文种。
2、立约单位 当事人的名称或姓名及地址（写法和合同相似）
3、正文 正文由缘由和主体组成。缘由写明签订协议书的目的、依据等内容。主体分条列项写出协议的事项。具体有：
1）协议要实现的共同任务和标的。
2）当事人应尽的义务和享有的权利。
3）违约责任。
4）有效期限。
5) 协议分数和保存。
6) 仲裁办法。
4、落款 落款写在正文右下方，协议人单位全称和代表姓名，并签名盖章。再在下方写明签订日期等。

六、双方共同遵守我国政府制定的外汇、税收、合资经营以及劳动等法规。

合同文本编排格式规范
第一条 制定目的
为统一合同文本格式，规范学校合同管理工作，减少合
同争议，根据有关规定，结合我校实际情况，制定本规范。
第二条 适用范围
本规范适用于以学校名义对外签订的合同。学校投资或
合资设立并控股的具有独立法人资格的单位对外签订的合
同参照本规定执行，格式合同、由外单位负责制作的合同以
及国家另有规定的，不适用该规定。
第三条 封面格式
合同封面应注明合同签订方、合同名称及合同制作时
间。合同签订方字体一般为二号黑体加粗。合同名称如“合
作协议”（或“关于××的合作协议”）、“租赁合同”等，
合同名称字体一般为一号黑体加粗。合同封面最后一行为合
同制作时间，字体为小二黑体。合同签订方、合同名称、合
同制作时间处于页面居中位置。
第四条 正文字体
合同正文一般采用四号仿宋字体。合同正文第一行为合
同签订方，字体为三号黑体加粗。合同正文第二行为合同名
称，字体为二号黑体加粗。合同签订方与合同名称应处于页
面居中位置。合同名称之后为合同签订方名称及简称（如
“甲方”、“乙方”），合同签订方名称采用四号黑体，并

第六条 结构层次
合同结构层次序数一般采用：第一层为“条”，第二层
为“1.”，第三层为“（1）”。如合同条文较多，可采用

第七条 签章栏

第八条 计量单位
合同应使用国家法定计量单位。如确有需要使用其他计

第九条 简称
合同内使用非规范化简称，应先用全称并注明简称，简
称全文要统一。使用国际组织外文名称或其缩写形式，应当
