为确保运输交通事故救助工作顺利、有序的实施，把广大职工的生命安全和企业财产损失降到最低限度，特制定本预案。
一、为加强领导，成立抢险救援领导小组
组 长：经理
副组长：副经理 总之书记
下设办公室，办公室设在机安科，主任由机安科长担任。电话：0355---
成立应急救援队伍：客运分公司各单位队长、书记和全体安管人员均为应急救援队伍成员，抢险救援时，根据情况成立现场应急救援队伍。
二、职责分工
分公司经理负责预案的签发，保证每年对预案和实施程序进行审查和修订。领导小组组长具体负责抢险救援工作的组织领导工作。
抢险救援办公室负责抢险救援任务的上传下达及组织协调工作。负责应急队伍的组建，应急人员的培训管理，应急救援演练的组织，以确保有充足的应急反应能力。
公司其它所有员工都有义务执行本预案中各自的职责。
三、突发事件的报告和救援现场组织
（一）重大事故及险情的报告
1、发生险情后，当事人必须以最快捷的方式向分公司应急办公室报告，并做好有关续报工作。先采用口头报告，再以书面形式及时补报。如情况紧急，当事人要立即拔打110、119、120求助，以免耽误时机，造成更大后果。
事故及现场报告应包括以下内容：
（1）发生事故的单位、地点、时间；
（2）事故的简要经过、伤亡情况；
（3）事故发展趋势，可能影响的范围；
（4）事故原因的初步判断；
（5）采取的应急救援措施；
（6）需要有关部门协助救援的有关事项；
（7）报告人姓名及联系方式。
2、应急处理办公室接到险情报告后，根据情况立即上报公安、消防、安监、环保、交通等部门。
（二）应急救援现场组织
1、事故险情发生后，现场人员在迅速报告的同时，要积极采取安全可靠的自救措施，防止事故及险情扩大，并保护好事故现场。
2、救援领导小组接到报告或安全领导小组通知后，应迅速到达事故现场，在现场指挥部的指挥下开展抢险救援工作。
（1）按照应急预案，制定具体实施方案，迅速开展抢险救援工作；
（2）根据事故、险情发生情况，统一实施应急预案；
（3）根据事故现场救援实际情况，及时对实施方案进行调整；
（4）完成紧急调用的救援物资、设备和人员的运输任务；
（5）有危及周边单位和人员安全的险情时，及时组织人员和物资的疏散工作；
（6）配合有关部门做好事故的调查处理工作；
（7）做好稳定和伤亡人员的善后处理工作；
（8）协助做好事故、险情上报工作。
四、工作要求与责任追究
（一）工作要求
1、要充分认识应急救援工作的重要性，明确专人负责，配备必要的设备、设施，切实加强对此项工作的领导。
2、要做到人员、车辆、设备、物资、工具等项工作的落实，随时做好准备，确保一声令下，立即出动。抢险救援人员和车辆要落实到人、落实到车，人员名单、联系方式和车辆要登记造册。
3、接到通知，抢险救援队要在30分钟内在指定地点集结完毕，以最快的速度赶赴现场。
4、安全领导小组每年要制定应急救援演练计划，每半年组织一次演练，使相关人员熟悉、掌握预案的内容和相关措施。要根据实际和环境条件的变化及时提请公司修改和完善预案内容。
5、要结合自身特点，采取多种形式，加强对预案的宣传培训，督促广大职工积极采取有效防范措施，能熟练掌握应急知识。
6、全体人员都有预防、参加重特大事故、险情应急救援的义务，必须提高安全意识和防范重意识，任何人员不得以任何理由拒绝参加重特大安全事故的救援工作。
7、加强值班制度的落实，确保信息传递、通信畅通。
（二）责任追究
1、分公司所有人员必须无条件执行应急领导小组的命令，对拒不执行命令，玩忽职守或推诿扯皮的人员要依法处理；对执行命令不坚决，贻误时机没有完成任务的人员要严肃处理。
2、对发生事故后不及时上报、隐瞒不报等不按规定上报的要进行严肃处理。
