He was born in Portsmouth, England in 1812. He started attending school at the age of nine, but was forced to leave when he was 12 because his father had been put in prison for getting into debt after carelessly spending his money. Perhaps Dickens was thinking about his own early life when deciding on the topic of the story. It passed anti-smoking regulations on Nov 28, banning smoking in open-air spaces such as kindergartens, schools, and hospitals. Teachers are forbidden to smoke in front of students in primary and secondary schools. The rules will take effect on June l, 2021. People who break the rules will be fined up t0 200 yuan. Managers and operators will be responsible for carrying them out in public places. China is not the only nation to fight smoking. In March 2004 lreland became the first country to introduce a ban on smoking in workplaces and public areas, with fines of up to 3,000 euros (23,000 yuan) for those who break the law.
