Quality Control Plan 质量控制计划 1. Quality policy 质量方针 The policy aims at satisfying our customer by way of initializing an updated quality management and sticking to the top requirement of “quality first” in an attempt to achieve an elite project finally. 坚持“质量第一”的原则,保证质量体系有效运营,向业主提供满足协议与标准规定的产品。 2. Quality objective 质量目的 Provide our customer with products in full line with relevant contract and standard by way of strictly conforming to quality control procedure and intensifying avoiding common quality faults to be sure of an effective operation of the quality assurance and quality control system, achieve a zero quality accident rate and realize good project construction quality. 坚持质量标准,严格质量控制程序,加大质量通病治理,实现质量事故为零,保证工程质量优良,争创优质工程。 Try hard to finish the project in an excellent way 努力以如下目的完毕项目: (1) Qualification rate for unit project:100% 单位工程质量合格率:100% (2) Choiceness rate for unit project:above 95% 单位工程质量优良率:95%以上 (3) Qualification rate for inspection items with allowable tolerances:above 95% 允许项目测点合格率:95%以上 (4) Qualification rate for measure of location by self-inspection:above 95% 定位测量自检合格率:95%以上 (5) Qualification rate for radiographic test (not including testing weld joints reworked) above 95% 焊缝拍片一次合格率:95%以上 (6) Quality accident rate: 0 质量事故发生率为零 (7) Mission success rate for one-time commissioning: 100% 试车一次成功率100% 3. Quality Assurance System and Function 质量保证体系 3.1.Organization and Structure 建立质量保证体系组织机构 Establish quality assurance and effective quality control system before construction in order to ensure the realization of construction quality objective. Work-Post Responsibility 质量体系人员职责 4.1.Responsibility of Project Manager 项目经理职责 Organize and establish the quality system and put it into effective operation. Supervise and inspect the responsibility and authority limit of relevant department and responsible person of the Project Department to maintain that the project quality meets relevant stipulation and requirement. Be fully responsible for construction quality of the project and have responsibility to FW. 负责组织建立健全项目质量保证体系,并采用措施,保证质量体系连续、有效、实际地运营,在工程质量和质量管理上代表公司经理直接向FW负责。 Be responsible for optimizing resources, which are adequate for the need of construction field, strengthening inspection such as preparing more inspectors, inspection tools and equipment, increasing inspection frequency, intensifying quality control in project construction. 负责组织项目资源优化配置工作,保证满足施工现场需要,加大检查、实验人员、设备、器具的投放,增强质量控制手段。 Organize construction strictly as per the requirement of Construction Organization Planning, be familiar with construction quality state in a timely and accurate way, intensify management in self-supervision, self-control and self-inspection, organize internal joint quality inspection during any necessary construction stage, and support joint quality inspection organized by FW and/or other quality inspection departments. 按施工组织设计组织施工。及时、准确掌握工程质量动态,加强施工过程自管、自控、自查管理力度,并在施工各阶段适时组织联合质量检查;积极配合FW和技术质量监督部门组织的质量大检查,对存在问题彻底整改。 Organize the work named as “3 inspections and 4 confirmations”, ensure project interim acceptance, quality service during commissioning, and after service. 组织“三查四定”工作,保证实现高标准中交,在试车及保运阶段提供优质服务。 Organize maintenance and return investigation to project quality, undertake that the new-built units run in a quiet, stable, persistent, full-loaded and excellent way. 组织工程质量回访及保修工作,为装置“安、稳、长、满、优”运营提供一流的服务。 4.2. Responsibility of construction manager 施工经理职责 Be responsible for project construction and quality control under the leadership of project manager. 在项目经理领导下,负责项目生产和质量工作。 Be liable for checking and auditing construction schedules, coordinating construction and implementing project construction quality schedules. 负责审核、检查贯彻项目施工生产计划,组织协调项目施工生产,贯彻执行项目质量计划。 Attending routine meetings about quality. 参与项目质量例会。 Be responsible for organizing quality inspection and tracing quality rectification. 组织检查项目施工质量情况及质量整改贯彻情况。 Organize project construction coordination meetings and timely deal with construction quality problems. 组织项目生产调度会,及时组织解决工程质量存在问题。 4.3. Responsibility of QA/QC Manager 总工程师职责 Be mainly in charge of implementation of our Company quality policy, objective, and quality system document and be specifically responsible for arrangement of establishment and compilation of the Project Department quality system and quality system document with them being put into effective operation. Be in charge of the construction quality within the authorized work scope. 代表项目经理行使质量管理和工程检查、实验等管理职权,负责组织编制质量体系运营计划和项目质量控制规划。 Supervise and inspect the quality activity, quality control work and relevant coordination work made by the inferior departments. 主管项目质量体系的平常运营管理,组织贯彻各职能部门质量职责,协调各项质量管理工作。 Periodically summon the quality work meeting in which the actual status on the quality work is analyzed and the experience is concluded and the improvement measures are sought out in contrast with the weak link on the quality work. 领导项目质检组做好工程质量检查、实验控制工作,严格按报检程序实行工程质量确认,按专业对质量通病治理情况及考核结果进行确认。 Be in charge of handling any quality accident and putting an end to any practice neglecting the project quality. When necessary, an instruction on redoing a job or halting a job for a good check-up shall be given with the quality appraisal and penalty methods to be implemented. 负责组织召开工程项目质量例会,组织专业人员分析,解决质量信息,并针对存在问题的因素组织制定纠正防止措施,对措施实行的效果进行评价。 Organize relevant personnel to cooperate with relevant personnel from the owner and/or FW and audit the quality management and quality system of the project. 负责组织单位工程质量评估,做到质量评估与工程进度同步,在工程中交前及时组织质检组做好质量初评工作,根据质量奖惩规定组织实行工程质量奖惩。 4.4. Responsibility of Quality Control Department 质量控制经理 Organize professional personnel to control, inspect and accept construction quality, take measures to realize the project construction quality objective. 组织项目专业人员对分管项目实行全过程质量控制和验收,实现项目工程质量目的。 Be responsible for working out quality schedules for the project construction and then put it into practice. 负责编制项目工程的质量规划,并组织实行。 Be liable for taking measures to prevent unqualified products from being used, for marking identification, and for the inspection and management relating to records about project data and information. 在施工过程中,负责采用措施,防止出现不合格品,负责对项目工程标记和可追溯性的检查、管理工作。 Participate in investigating, analyzing and dealing with quality accidents. 召集专业人员进行性质量检查,对发现的质量缺陷、隐患监督整改。参与质量事故的调查、分析和解决。 Be responsible for checking construction quality records and organizing relevant work regarding unit projects like “3 inspections and 4 confirmations”, interim handover, after service, return investigation, quality evaluation, auditing document used for project handover and summarizing quality control experience. 组织检查单项工程在实行中的质量记录,负责组织分管项目的“三查四定”、中间交接、保运、回访、质量评估、交工资料审查和工程质量的总结工作。 Assist project manager to control procurement document regarding materials supplied by subcontractor, receiving check at handing over of materials, and to control unqualified materials. 协助项目经理进行乙供物资采购资料的控制、进场物资的验证以及不合格物资的控制。 Be responsible for transportation, stocking, packing, protection, identification and records of materials. 组织对物资的搬运、贮存、包装、防护及标记、可追溯性的控制。 Be liable for quality management and supervision at construction field. 负责所管工程项目施工现场质量管理与监督工作。 Be responsible for organizing and completing quality evaluation for unit projects. 负责组织工程项目专业性质量、检查。负责组织完毕有关部门进行项目单项工程质量评估。 4.5. Responsibility of professional engineer专业工程师职责 Be responsible for technical preparation under the leadership of construction manager. 在施工经理领导下负责各自专业施工过程中的前期技术准备工作。 Be responsible for progress management and quality control of specialized construction. 掌握本专业工程质量规程、规范以及验证标准,做好对工程项目施工质量监督检查。 Familiarize with specialized design document and construction drawings, participate in design clarification and joint checkup of drawings, and raise questions in writing (if any). 参与工程施工阶段“共检点”分级划分和共检内容的检查实行。 Participate in compilation of Construction Organization Planning and Construction Schedule. 具体负责本专业施工阶段的进度、质量控制管理。参与施工组织设计与施工方案的编制工作。 Participate in unpacking of equipment and materials at work site. 参与设备、材料现场的开箱检查。 Report to construction manager if finding out serious construction quality problems. 在施工中如发现重大质量问题,要立即向施工经理报告。 Inspect construction quality and daily construction progress, help solve problems regarding technology and quality during construction. 负责按日检查施工班组的工程进度完毕和质量情况,协助解决在施工中发生的有关技术、质量问题。 Be responsible for inspecting item and part projects, and for offering inspection notification to FW and/or local inspection department regarding concealed work and joint-inspection points. 负责对分部分项工程进行检查,与质检员一道对隐蔽工程和“共检”点进行报验。组织施工班组按设计图纸文献规定和规范、标准进行施工,发现问题应及时解决。 Be responsible for inspection and repair of executed work before completion of the project. 在中间交接过程中,负责本专业的“三查四定”工作。 4.6. Responsibility of quality inspector 质检员职责 Familiarize with regulations, codes and standards, do a good job in supervision and inspection of construction quality. 掌握本专业工程质量规程、规范以及验证标准,做好对工程项目施工质量监督检查。 Participate in classifying, carrying out and inspecting joint-inspection points. 参与工程施工阶段“共检点”分级划分和共检内容的检查实行。 Participate in quality inspection for specialized construction and urge construction teams to rectify defects if finding out any problems. 参与对工程项目专业性质量检查,对发现的质量问题、缺陷或事故隐患进行收集、汇总,提出整改意见,督促施工队、班组制定整改措施,限期整改。 Participate in investing, analyzing and handling quality accidents during construction. 参与工程施工阶段质量事故的调查、分析和解决。 Participate in quality evaluation for part projects, unit project and individual project. 参与单位工程、单项工程和项目工程的质量评估。 4.7. Management system for “quality system operation” 质量体系运营管理制度 QA/QC manager, as a representative of project manager, shall organize work as per the requirement “quality system operation schedule” such as monthly interior checkup for quality system operation, regular quality meeting every month, specialized quality inspection per week, and joint quality inspection executed by stages according to specific conditions. 项目总工程师代表项目经理按质量体系运营计划组织质量体系运营管理工作,质量经理协助总工程师做好各项具体管理工作,每季度组织一次项目质量体系内部审核;每月组织召开项目质量例会;每周组织专业质量检查(周检);根据工程进展情况适时组织阶段性质量大检查。 Regular quality meetings 质量例会 Project manager summons a meeting every month whose specific works shall be organized by QA/QC manager. The purpose of meetings is to solve problems in quality management, construction quality and work process, to coordinate functional departments, to bring management responsibility into practice, to analyze quality problems and work out corresponding precaution measures and then put into effect. 项目部每月召开一次质量例会,会议由项目总工程师主持,质量经理负责组织贯彻各项具体工作。会议重要是解决质量管理、工程质量、工作程序上出现的问题,协调各职能部门之间的工作关系,贯彻管理责任,并针对质量问题进行分析,制定纠正及防止措施,并严格贯彻实行。 Weekly quality inspection 周检 Project Department organizes specialized quality inspection every week which includes execution of Quality Schedule, construction quality, construction records, detection for measurement instrument, quality evaluation and treatment of common quality faults. Inspection results shall be recorded in the format of “inspection record for project construction quality”. As for existing problems, rectification shall be brought into effect in time as per the requirement of “requisition for quality rectification”. 施工项目部每周组织专业质量检查(周检),检查内容涉及:质量计划执行情况、工程质量、施工记录、检测(计量)器具、质量评估、质量通病治理情况等,检查结果以《工程质量检查记录》形式做好记录,对存在的问题下发《质量整改告知单》随期整改,并在项目生产调度会上或质量例会上进评,贯彻整改责任,实行考核与质量奖惩。 Specialized quality joint inspection专业性质量大检查 Quality joint inspection for different specialties like prefabrication of steel structure, prefabrication of piping, rigging equipment, installation of piping and equipment, package pressure test, pre-trial run of rotary equipment, and commissioning, shall be organized by QA/QC manager with the help of functional departments such as quality, safety, technology and comprehensive departments. “Specialty Group” and “Management Group” shall do the joint inspection, in detail, “Management Group” is responsible for inspection of management procedures, responsibility execution, files and documents, and “Specialty Group” for inspection of specialize construction quality, construction records and confirmation of joint-inspection points. 在工程施工各阶段,一般分为钢结构预制、管道预制,设备吊装,设备、管道安装,系统试压、单机试运、联动试车等,由项目总工程师组织质量、安全、技术、计调等职能组进行专业质量大检查,检查分管理组和专业组,管理组负责检查管理程序、职责贯彻、文献资料,专业组负责检查专业工程质量(施工难点、关键环节、隐蔽工程质量)、施工记录(交、竣工文献、检实验状态记录、无损检测报告)自检及质量通病治理、共检点确认情况等。 4.8. Management of quality assurance system operation 质量体系运营管理内容 Quality control during preparation for construction 施工准备阶段的质量控制 Establish and perfect quality assurance system for project construction and its assurance measures, bring into effect quality control organization, and work out quality system operation schedule, quality control schedule (including treatment schedule for common quality faults) and quality schedule. 建立、健全项目质量保证体系,完善质量保证措施,贯彻质量控制组织,制定质量体系运营计划、质量控制规划(涉及质量通病防治计划)和质量工作计划。 Compile Construction Organization Planning and Construction Schemes. 编制施工组织设计、施工技术方案。 Organize professional technicians to familiarize design document and drawings, precisely understand design intent and participate in joint checkup of drawings and design presentation. 组织专业技术人员熟悉设计图纸,准确领略设计意图并参与图纸会审、设计交底。 Confirm project construction quality control points (A, B, C) which shall be confirmed by FW. 拟定专业工程质量控制点(A、B、C),报FW确认。 Prepare for construction equipment and apparatus which have been confirmed to be qualified. 施工机具、工艺设备、检测设备准备,保证检实验设备检定合格并有合格标记。 Confirm conditions for welding material warehouse and valve pressure test. 对焊材库、阀门试压等使用条件进行确认。 Check qualification certificates of personnel and report to FW to confirmation. 各类人员、施工资质审查,并报FW确认。 Strengthen workers and staff training and quality education. 职工培训及质量教育。 Confirm conditions for starting construction work. 开工条件确认。 Quality management during construction 施工阶段质量管理 Strengthen the management and distribution of equipment, materials and accessories, prevent low quality materials and equipment from entering construction field and protect all on-site materials from being damaged or lost. 严格设备、材料、配件验收管理和发放,控制进入现场设备、物资质量,做好现场物资的防护。 Organize construction technology presentation, and ascertain construction procedures, methods, quality criteria, and requirement for self-inspection and inspection to be done by others. 组织施工技术交底,明确施工程序、方法、- 配套讲稿:
