第一章 总则
Chapter One General Rules

火灾始终时时刻刻对酒店业构成巨大的威胁。目前，国内外酒店对消防工作越来越重视。我们酒店投入了大量的资金，购买了先进的火灾报警系统和自动灭火系统。这对酒店消防工作起到了积极的作用。但是酒店的消防工作应以预防为主。为了做好应付各种突发事件的准备，根据《中华人民共和国消防法》、《机关、团体、企业、事业单位消防安全管理规定暨公安部第61号令》、《重庆市消防条例》及酒店的实际情况，制定本规定。
Fire is a great threat for hotel industry. At present, hotels in the country and abroad have gradually laid more emphasis on this work. We have put large amounts of investment in purchasing advanced fire alarm system and automatic fire fighting system which is crucial to fire-fighting of our hotel. However, the key part of fire-fighting in hotel is prevention. This regulation is drew up according to the “Fire Control Law of People’s Republic of China”,“Fire Security Administration Regulation of Organization, Group, Enterprise and Unit and No.61 Order of Public Security”, “Chongqing Fire Control Rule”and also made in line with hotel fact.

第二章 消防组织机构
Chapter Two Fire Control Organization

酒店消防安全委员会作为酒店的消防管理机构，负责组织、协调全酒店执行国家有关法律法规，为酒店的正常经营缔造安全的环境。酒店总经理担任酒店的消防安全责任人，全面负责酒店的消防安全工作。营运总监担任酒店的消防安全管理人，在总经理的领导下具体组织实施消防安全管理工作。安全部作为酒店消防工作的归口管理职能部门，是酒店内部负责消防安全工作的常设机构，同时也是酒店消防安全委员会的办事机构。安全部经理作为酒店消防工作归口管理职能部门负责人，协助总经理及营运总监完成具体的消防安全管理工作。各部门总监、经理、主管及领班分别为本部门 / 岗位的消防安全负责人，具体落实本部门 / 岗位的消防安全工作。酒店根据国家消防法律的规定，从各部门抽调人员组建义务消防队，具体执行日常防火检查、初期火灾扑救及应急程序的执行工作。
As the hotel fire control administration organization, hotel fire control security committee is responsible for organizing and coordinating hotel execute the correlative national laws and regulations, and it provides the safety control for hotel’s daily operation. The general manager should take the responsibility as the security principal of the hotel. The director of operation should take the responsibility as the fire control security administrator to organize and actualize fire security administration work under the direction of general manager. As the appointed functional department of fire control, the security department is not only operated as the standing body for the hotel, but also operated as the affair organization of fire control committee. Security manager, who is fully in charge, should assist general manager and director of operation finish the concrete fire security administration work. Manager, supervisor of every single department must work as the fire security principal, concrete on the fire security task. According to the national fire laws and regulations, it is vital for hotel to transfer some staff from each department and establish a compulsory fire team. Focus on the daily fireproofing check, fire emergency and fire escaping practice.

第一节 消防安全委员会
Section One Fire and Security Committee

消防安全委员会的成员结构：
Fire and security committee’s member structure:
消防安全委员会主任：酒店总经理
Fire and security committee director: General Manager
副主任：副总经理、营运总监/营运经理、总工程师、安全部经理
Deputy Director: Deputy General Manager, Director of Operation or Operation Manager, Chief Engineer, Security Manager
成 员：一级部门总监及经理、副总工程师、安全部副经理、值班工程师、消防主管
Members: department’s director and manager, Asst. Chief Engineer, Asst. Security Manager, Duty Engineer and Fire Supervisor
消防安全委员会例会制度：Fire and security committee regular meeting System
消防安全委员会日常办事机构设在安全部，委员会原则上每月召开一次例会，因特殊情况可以临时召开会议。各委员需亲自出席，若因特殊原因不能出席的，须指定代理人参加。消防安全委员会主任/副主任主持召开会议。安全部负责组织跟进会议议决事项。
Fire and security committee daily office organization is set up in the security department. Hold the regular meeting once a month or hold the temporary meeting in particular complexion. Every single commissioner should attend the meeting personally, and the appointing deputy attend to it in case of special reason. The meeting is chaired by Fire and security committee director and deputy director. the Security department is responsible for organizing and following the discussion items.

第二节 三级消防安全责任制
Section Two Three-degrees Fire Security Responsibility System

酒店设三级防火组织，任命三级消防安全责任人：
Three-degrees fire organization is set up hotel and appointing the security principal:
一级消防安全责任人由酒店总经理担任；
1st degree Fire and Safety Responsible person is shoulder by hotel general manager;
二级消防安全责任人由各部门总监担任；
2nd degree Fire and Safety Responsible person is shoulder by every single department director;
三级消防安全责任人由一级部门经理担任。
3rd degree Fire and Safety Responsible person is shoulder by department manager;
各部门副经理、主管、领班为本岗位的消防安全责任人，具体落实本部门 / 岗位的消防安全工作。All department deputy managers, supervisors and shift leader as the own department principals, carry out the fire security work of the department and post concretely.

为明确责任，使消防安全工作得到有效落实，酒店自总经理开始逐级向下签定消防安全责任书：
In order to confine the responsibility so that fire security work could effective fulfillment. Hotel from general manager begin to subscribe “Responsibility Letter for Fire and Public Security”.
一级消防安全责任人与二级消防责任人签定《一级消防安全责任书》
1st degree Fire and Safety Responsible person subscribes “Responsibility Letter for Fire and Public Security (1st degree)” with the 2nd degree Fire and Safety Responsible person.
二级消防安全责任人与三级消防责任人签定《二级消防安全责任书》
2nd degree Fire and Safety Responsible person subscribes “Responsibility Letter for Fire and Public Security (2nd degree)” with the 3rd degree Fire and Safety Responsible persons.
三级消防安全责任人与本部门各岗位的消防安全责任人签定《三级消防安全责任书》
3rd degree Fire and Safety Responsible persons subscribe “Responsibility Letter for Fire and Public Security (3rd degree)” with the own departments fire security principals of all posts.

第三节 义务消防队
Section Three Compulsory Fire Team

一、义务消防队组建及其职责Establishment and Responsibility for Compulsory Fire Team
为了确保酒店的消防安全，提高酒店的火灾预防、处置能力，本着“预防为主，防消结合”的消防工作方针和“专门机关与群众相结合”的消防工作原则，根据《中华人民共和国消防法》、《机关、团体、企业、事业单位消防安全管理规定暨公安部61号令》、《重庆市消防条例》的有关规定，在酒店消防安全委员会的领导下，酒店组建自身的消防队伍，成立由酒店各部门员工组成的义务消防队，具体职责如下：
In order to keep hotel’s safety, improve hotel’s fire defense and fire fighting capability, according to “Fire Law of People Republic of China”, No.61 Order of Fire Security Management Regulation by the Ministry of Public Security, hotel has adopted the policies of “the main is preventing fire, the subordinate is avoiding fire and the policy of combining the related bureau and the masses to defend fire”, under the hotel fire security committee, hotel has established a compulsory fire team, following is compulsory fire team’s responsibilities:
组织机构：Structure
义务消防队队长：营运总监
Compulsory Fire Team Header: DO
义务消防队分队长：各部门经理
Compulsory Fire Team Deputy Head: DHs
义务消防队训练员：安全部消防主管
Compulsory Fire Team Trainer: Fire Supervisor of SEC
义务消防队成员：各部门员工（人数不低于部门总人数的30%）
Compulsory Fire Team Members: Staff of each department which the number of people is not less than 30% of total number.
义务消防队职责：Responsibility
义务消防队的主要职责是参加本单位的防火安全检查和扑救初期火灾的工作。具体职责包括：
Compulsory fire team’s main responsibility is joining the inspection of preventing fire and putting out a fire in the early days. Following is the details:
1、 认真贯彻执行本单位的消防安全管理制度，制止和劝阻违反消防法规和制度的行为；
Carry out fire security management regulations carefully and avoid violating fire rules.
2、 开展防火宣传教育；
Launch education of preventing fire.
3、 进行防火安全检查和整改火灾隐患；
Carry out preventing fire inspection and modify fire hidden troubles.
4、 学习消防知识，参加业务训练和灭火演习，学会使用灭火器材；
Learn fire knowledge; join in fire training course and a drill of putting out a fire, good command of fire extinguisher.
5、 维护和保养灭火器材和设施；
Maintain fire extinguisher and other fire facilities.
6、 熟悉本岗位的火灾危险性，明确危险点和控制点；
Be familiar with the position’s fire fatalness, clear about the risk location and the control point.
7、 发现火情及时报告，积极扑救火灾，注意保护现场；
Report it quickly when fire comes out, put out a fire immediately, protect the fire scene.
8、 完成消防安全委员会安排的其它消防安全工作。
Accomplish other fire tasks arranged by fire security committee.

二、义务消防队的组建要求Requirements for Establishing Compulsory Fire Team
义务消防队对本岗位的情况最了解，发现火警最早，能及时运用就近备用的灭火器材扑救火灾，是扑灭初期火灾的最有效、最直接的灭火力量。义务消防队对于消防安全工作应当作到“五有”，即：
CFT (CFT is short for Compulsory Fire Team) know the situation of the post and can find fire alarm in the earliest time, and then use the nearest spare fire extinguisher to put out a fire immediately. So it is the most effective and direct power for putting out a fire at the initial stage. “Five Have” needs to be followed by CFT.
1、 有组织。要结合实际，建立组织完善的义务消防队组织；
Have organization. Establish and consummate CFT on the basis of actuality.
2、 有领导。酒店的消防安全责任人、消防安全管理人要扎扎实实地抓好义务消防队的建设和管理；
Have headers. Hotel’s fire security responsible person and fire security manage governor need to build up and manage CFT.
3、 有灭火装备。要配置必要的灭火设备；
Have fire fighting facilities. Essential fire fighting facilities need to be collocated.
4、 有分工。要建立灭火、抢救、通信、警戒等班组，分工合作，各负其责；
Have task distribution. Set up some groups as putting out a fire, rescue, communication, precaution, etc. Distribute tasks and cooperate with others, take responsibilities respectively.
5、 有训练和灭火预案。要定期组织队员学习、宣传消防法规和防灭火知识、技能，对重点部位要制定灭火预案，并定期组织灭火演练。
Have training courses and the plan for preventing fire. Educate CFT members regularly, propagandize fire law and the knowledge and skill for putting out a fire. Draw up a preventing fire pla
