为了合理利用资源，深度开发高品位铁精粉，接长产业链条，培育新的经济增长点，在认真调研和充分论证的基础上，拟投资兴建年产8万吨高品位铁精粉加工项目，为冶金行业提供稳定的原料基地。
1.1.3项目提出的理由和过程
1.1.3.1北票市铁矿资源十分丰富。目前已探明储量1.5亿吨，全市现有具有一定规模的铁矿石加工企业100余户，年产普通铁粉300万吨。产品附加值低，在一定程度上造成资源浪费。合理有效开采利用铁矿资源，实现可持续发展是北票地方政府的首要任务。

本设计对选厂生产过程中产生的废水、固体废弃物、噪声等均采用相应的控制和治理措施，确保项目投产后产生的污染物对环境影响符合国家标准。

本设计在总图布置、防火、消防给水、电气消防、防静电、防雷以及火灾自动报警等方面均采取有效措施，严格执行消防及有关防火规定，严格按照规程操作。因而在正常情况下，可避免火灾。

1.3问题及建议
该项目以铁矿资源为主要原材料，铁矿资源是有限的，将来面临着原材料不足的问题。建议项目建设单位要制定资源开发与利用计划，做到科学合理，避免资源浪费，同时，考虑接续产品生产问题，实现可持续发展。

第二章 市场预测

1.1产品市场预测
我国铁矿石原矿生产仍保持超高速增长，但当月产量比上月有所下降。据中国钢铁工业协会统计，7月份我国铁矿石原矿产量3290.53万吨，同比增长31.29%，保持超高速增长势头，但较上月减少222.72万吨；日均产量达到106.15万吨，日产水平较上月下降10.96万吨。1-7月份累计，铁矿石原矿产量20771.16万吨，同比增长27.87%，继续保持高速增长势头，但铁矿石增长率比生铁增长率32.53%低4.66个百分点。
据海关总署统计，7月我国铁矿石进口2158.85万吨，较上月减少40.15万吨；未烧结矿进口2026.47万吨，较上月减少21.47万吨；已烧结矿进口130.72万吨，比上月减少20.35万吨。
从目前供需情况来看：铁精粉市场资源较为紧张，钢厂需增加库存，所以短期内北方地区铁精粉价格会有上涨；另外东北地区的铁精粉外销运输条件依然没有得到缓解，据了解公路运输查超载，铁路运输请车皮困难，靠水路运输的船舶港口压港严重。另外，华东、华南地区市场在下月内基本会保持平稳走势。
从钢材市场的走势可以看出，目前钢材市场对原料价格未能形成强有力的支撑，所以近期铁精粉价格不存在大幅上涨空间。但另一方面，受市场资源量及外矿价格的影响，国内精粉降幅也相当有限。因为目前北方市场限电、查超载、安全生产整顿都在分地区有秩序地进行，对当地的铁精粉生产产生了一定影响；另外选厂预期随着钢厂冬储的临近价格会有所上涨，以上因素预示着短期内北方铁精粉价格不会大幅回落。与北方市场铁精粉价格波动较频繁相反，南方市场走势一直较为平稳。由于南方部分钢厂离港口较近，所以外矿用量能够达到70-80%，再加上当地采购部分，供需基本平衡，故价格波动不大。预计下半年铁精粉市场主要以平稳运行为主，伴有小幅波动。
