深入打造中小企业社会化服务体系,促进浙江中小企业加快发展 ———————————————————————————————— 作者: ———————————————————————————————— 日期: 13 个人收集整理 勿做商业用途 深入打造中小企业社会化服务体系, 促进浙江中小企业加快发展 浙江省中小企业局 女士们、先生们: 盛夏的黄浦江畔,国际交流活动如火如荼。上海合作组织元首会议刚过,又迎来了2006上海促进中小企业发展国际研讨会。这对贯彻落实“十一五”发展规划,尤其对推动“中小企业成长工程”,加大中小企业发展力度,具有十分重要的现实意义。在此,我谨代表浙江省中小企业局对2006上海促进中小企业发展国际研讨会的举行表示热烈的祝贺,对参加此次研讨会的各方来宾表示诚挚的问候。 中小企业是经济增长的重要推动力量,是国民就业的主要渠道,是社会和谐的“稳定器”,同时也是经济中最活跃的群体。虽然世界各国的发展制度不同,发展模式和经济环境各异,但各国对发展中小企业都十分重视,中小企业数量所占比率都在95%以上。改革开放27年以来,在乡镇企业基础上发展起来的浙江中小企业已经成为经济社会发展的重要组成部分。目前,我省中小企业数量占全部企业数量的99。6%,资产总量占82。6%,营业收入占71.7%,82。7%的劳动力在中小企业就业,在实现社会稳定、促进技术创新、吸引民间投资、应对经济波动、保持市场活力、改善区域经济发展活力等方面,都做出了积极贡献.以民营经济为主体的中小企业还为市场经济发展提供了许多宝贵的经验,有效地推动了浙江经济市场化程度不断提高,增强了经济的总体活力。 近几年来,我省中小企业的成长态势非常明显,规模以下小企业成长为规模以上企业的趋势非常强劲,规模以上企业年均增加4300多家,年均增长将近30%。以产业集聚为特点的块状经济也越来越成为浙江中小企业发展的显著优势,正在逐步形成 “终端企业+配套企业+专业市场+中介组织”的网络化生产体系,这是我省中小企业发展活力的一个重要体现。但与此同时,我们也遇到了“成长上的一些烦恼”,在要素资源、生态环境和市场空间的严重制约下,一些产业转移到中西部,企业外迁数量不断增加,省内小企业创业衍生数量开始下降,经济增长出现后劲不足。 如何解决好中小企业发展中的问题,是政府工作研究的大课题。按照浙江省委省政府提出的“腾笼换鸟,凤凰涅槃”的经济结构调整和经济增长方式转变战略部署,我们坚持以实施中小企业成长计划为主线,深入打造中小企业社会化服务“八大体系”,着力引导中小企业向专业化、精益化、高端化、集约化、信息化、品牌化和国际化方向发展。 一、积极实施中小企业成长计划 中小企业量大面广,从何处着手?越俎代庖有悖于市场经济规则,放任自流势必导致无序竞争.我们从提升中小企业成长性这个关键问题入手,研究制定了浙江成长型中小企业评价认定办法,对全省8500多家规模以上中小企业进行评价认定,寻找出983家成长型中小企业,通过聚焦战略,对这些评价认定的成长型中小企业进行重点培育和扶持。我们还把成长计划向下和向上延伸,制定中小企业成长“321工程”,重点培育3000家年销售收入500万元以下的微小企业上规模,重点扶持两个“100佳”成长型中小企业加快发展;重点服务100家优强中小企业融资上市,使全省逐步形成实施中小企业成长计划的良好氛围.通过近两年的研究探索,中小企业成长计划已获得广泛认同,成为全省中小企业工作的一个品牌,各项政策资源逐步向成长型中小企业倾斜. 二、积极推进社会化服务体系建设 市场经济条件下,市场无疑是配置资源最有效的方法.但由于公共服务和公共产品众所周知的“共享性”、“非排他性”和“非竞争性”,就需要政府这只“看不见的手"参与到中小企业社会化服务体系建设中,通过整合社会资源,创新有利于中小企业发展的市场环境.几年来,我们积极探索、拓展中小企业培训教育、中小企业技术创新支持、中小企业信息化服务、中小企业行业协会建设等工作.去年,我们联合电信、联通、网通建立了中小企业信息化服务联盟,组织万人参加信息化培训,推动十万家中小企业上网。在教育培训方面,我们对主要在中小企业工作的二三产业务工农民开展职业技术培训,已经完成培训65万人,今年培训任务是75万.技术创新方面重点推动共性技术服务平台建设,抓好面向中小企业群体的技术创新体系,目前全省已创建各类省级中小企业技术创新服务平台200多个。最近,我们到绍兴调研时发现,依托轻纺科技中心这一共性技术平台,他们的传统产业正在焕发新的竞争力,这些共性技术使绍兴的纺织品从过去的“三天出小样、五天成批量、七天上市场”,一下提速到“三分钟出小样、一天成批量、两天上市场”。 三、积极改善中小企业融资环境 中小企业融资难是一个世界性的难题,一个需要长期研究和实践才能解决的难题。融资难的根本原因是中小企业融资外部环境建设相对滞后,产权资本进入与退出机制不够健全,银行与企业信息不对称,融资成本比较高.去年,我们利用政府财政资金的导向作用,在全国率先开展了小企业贷款风险补偿,用于银行为500万元以下小企业发放贷款的风险补偿或奖励,引导商业银行增加对小企业的贷款。全省37个试点市、县的工行、农行小企业贷款增量为26.3亿元,省市县财政共计拨付小企业贷款风险的补偿资金是2626.6万元,财政补给银行1块钱,就可以带动银行增加100块贷款.今年,我们继续开展此项工作,并且财政资金的拨付力度大幅度提升.我省的担保工作也已经从试点推动阶段走向规范发展阶段,目前已有各类中小企业信用担保机构249家,担保总额46。32亿元,代偿率仅为0。26%。值得一提的是我省担保资本金主要以社会民间资本为主,这种资本构成形式既充分发挥了政府信用的引导作用,又调动了民间投资积极性,有利于担保机构按市场化运作,也有利于分散风险。 四、积极推进中小企业创业支持环境建设 经济的蓬勃发展,源于中小企业不断衍生,并且快速成长,形成以中小企业为主体的经济发展格局。良好的中小企业创业支持环境对中小企业发展非常关键.目前,我省已建立了10个省市级创业辅导中心,省市县联动的创业辅导网络正在筹建.已在30个市(县)开展创业辅导活动80场次,1万多名创业者接受了创业知识辅导和管理疑难问题诊断。据对3000家经过辅导的中小企业跟踪分析,仅去年利润增幅在15%以上的有2500多家,许多企业还实现了扭亏增盈。建设中小企业创业基地的成效也非常显著,通过厂房低价租赁及提供各种优质配套服务,对小企业实施孵化培育,可以促使其快速健康成长。目前,全省各地已创建各类创业基地100多个,共规划建设标准厂房面积1400多万平方米,为解决小企业发展问题,提供早期过渡,缩短投资周期,促进小企业更快投入生产和快速成长找到了突破口。 五、积极为中小企业发展创造良好的政策环境 在市场经济的初始阶段,绝大多数的国家都通过制定法律法规对小企业采取保护政策.在当前中小企业面临问题相对较多、较突出的情况下,适时出台规范化的政策法规,搭好中小企业发展的框架,扫除发展的各种阻碍,显得尤为紧迫。年初,浙江省政府以一号文件的形式出台了“浙江省贯彻落实国务院非公36条的意见",这个文件从市场准入、服务体系的建设、融资难问题的解决、民营企业权益的保护、监管和服务等各方面,引导整个社会来支持中小企业民营企业的发展。我省的促进中小企业发展条例将于本月底颁布,中小企业信用担保、社会化服务体系建设等方面的政策,近期马上就要出台。我们的目标是在3-5年的时间内,按照《中小企业促进法》的要求,构建一个具有浙江特色、较为完整的中小企业发展政策法规体系。 女士们、先生们,促进中小企业发展重点在于支持其创业和成长,营造生产经营的良好环境,为发展提供全方位的支持和服务。在中小企业发展的关键期和重要机遇期,作为管理和服务中小企业的政府部门,必须抓住发展的机遇,积极推进中小企业的成长及其竞争力的提升。我们应当摒弃将中小企业发展仅限于为大企业拾遗补缺的观念,摒弃仅仅将发展中小企业视为创造就业机会和转移农村剩余劳动力解决社会问题的观念,树立促进中小企业发展是市场经济体制性需要的观念,是保证企业发展、企业生态平衡的观念。 “迎接未来的最好方法,就是去创造未来",我们除了要高瞻远瞩外,更重要的是能“力行实践”。中小企业发展各方面的问题,有些根深蒂固,不是短期能够解决的,但是只要我们共同朝着这个方向去努力,相信中小企业发展的环境会一天比一天好.谢谢各位!
