1 总则 General Rules
为认真贯彻执行国务院（2010）23号《国务院关于进一步加强企业安全生产工作的通知》的文件精神：坚持“谁主管、谁负责”的原则，明确企业主要负责人、分管负责人、各职能部门、各级管理人员、工程技术人员和岗位操作人员的安全生产职责，做到全员每个岗位都有明确的安全生产职责并与相应的职务、岗位匹配。特制订本责任制。This procedure is made to enforce the following requirements of the document, State Council (2010) No. 23 " State Council Notification on further strengthening the organization safety production work " : "who is in charge, who is responsible, clear the safety responsibility of all levels of management, and make it matching the corresponding job.
2 安全生产管理体制与机构 Safety Management Organization
2.1 公司安全生产管理，坚持“安全第一，预防为主，综合治理”的方针，实行“公司监管，群众监督，劳动者遵章守纪”的安全生产管理体制，实行公司、部门、班组三级安全管理。Safety management adhere to the policy of "safety first, precaution first, comprehensive management", implement the system of “Corporate governance, employees supervision and worker safe practice”, and push three levels management of company, department and team.
2.2 公司成立安全生产委员会（以下简称安委会）。各级安委会成员分别由本单位主要领导和有关职能部门的负责人组成。Safety committee is set up. Its members are top management and the leader of each functional departments.
2.3 公司设HSE部门，具体负责公司安全生产的管理工作。HSE department is set up to be responsible for the management of the company safety.
3 公司各级职能管理部门的安全生产管理职责Safety Responsibility of Each Department
3.1 安全生产委员会 Safety Committee
Ø 组织贯彻落实国家有关安全生产的法律、法规、方针、政策，制定安全健康方针Develop safety policy basing on the requirements of safety law and regulations
Ø 制定公司年度安全健康目标.Develop annual company safety and health goal
Ø 制定公司年度安全生产和职业病防治工作计划和审核实施情况，并制定改进策略。Develop annual safety management and occupational disease prevention program, review performance and make improvement strategies.
Ø 为安全管理团队及相关部门提供资源支持。Provide resources support for safety team and related department.
Ø 对在安全生产工作中做出重大贡献或造成重大损失的部门和个人，作出奖励和处罚的决定。
Make the decision of reward or punishment for the department and individual making a great contribution or causing a significant loss.
3.2 运营部 Operation Dept
Ø 确保工厂的安全生产。Guarantee safety operation of plant.
Ø 确保新建、改建、扩建项目的安全、职业卫生防护和消防设施与建设项目的主体工程同时设计、同时施工、同时投入生产和使用及正常运行。Ensure safety, occupational health and firefighting facilities of newly built or rebuilt or expanded engineering project shall be designed, built and put into production and used at the same time with the main part of the project.
Ø 对非常规生产活动（检修、开车、停车等），严格采取安全控制措施。Take strict control of non-routine production activities such as repairing, start up and shut down etc.
Ø 确保本部门的定期或不定期的安全生产检查工作的实施。Ensure the regular or irregular safety inspection in this department.
Ø 确保危险化学品的采购和运输符合国家有关法律法规的要求。Ensure the procurement and transportation of hazardous chemicals to comply with the requirements of relevant state laws and regulations.
Ø 确保各种项目实施和建筑施工安全。Ensure the safety management of various engineering and construction project.
3.3 HSE部 HSE Dept
Ø 贯彻、宣传及执行国家有关安全生产、职业健康的法律、法规和标准的要求，制定完善各项制度和措施，对执行情况进行监督检查。Push the implementation of national safety and occupational health law and standard, develop safety management procedures and audit its implementation.
Ø 组织编制安全技术措施计划，并监督落实，不断改善职工的劳动安全卫生条件。Organize and develop safety technology program, and supervise its implementation to continually improve safety and healthy condition of workplace.
Ø 组织公司定期或不定期的安全生产检查工作，及时消除事故隐患，对查出的重大隐患，应责令停止作业，限期进行整改，并及时报告上级领导。Organize regular or irregular safety inspection to eliminate potential hazard. Stop the work with major potential hazard, require eliminating hazard in a schedule and report top management.
Ø 按照“三同时”的要求，参加新建、改建、扩建、引进和技术改造项目的评审工作。Involve the audit of new built, rebuilt or expanded project.
Ø 会同有关部门做好新职工入厂三级安全教育、有关管理人员及特种作业人员的安全教育培训、复审、考核及办证工作。Associate in three levels training of new employee, safety qualification training and special operator.
Ø 组织年度职业危害检测，建立工业卫生监测档案，实施监督管理。Organize annual occupational hazard monitoring and maintain occupational health documents.
Ø 确保个人防护用品的标准配备，正确穿戴和使用。Ensure the providing and right using of PPE.
3.4 财务人事部 Finance & HR Dept
Ø 确保企业安全生产费用的按照国家有关高危行业规定的标准提取和使用。将安全设施投资纳入建设项目概算，并按有关规定办理各项审批事宜。Ensure the use of safety expense in compliance with the requirement of high risk industry.
Ø 确保企业安全培训计划的实施和安全培训目标的完成。Ensure the completing of company safety training plan and goal.
Ø 确保新入职人员和特种作业人员的考核培训，合格上岗。Ensure appropriate training， education and competency of new employee and special operator to perform their specific task.
Ø 确保企业员工的合同签订、保险、假日休息等人事规定符合国家有关法律法规的要求。Ensure the wellbeing policy of contract signing, insurance and vacation of employee in accordance with applicable legislation and regulatory requirements.
Ø 确保年度安全生产责任保险的投保。Ensure the output of annual safety liability insurance.
Ø 确保有毒有害作业人员的入职、在职和离职体检的实施。Ensure the implementation of the body check of entry, in service and resign for employee expose to major occupational hazard.
3.5 质量部 Quality Dept
Ø 确保实验室危险化学品的使用、购买和储存及危险废弃物的处理符合国家有关法律法规要求和公司安全规定。Ensure the use, purchase and storage of hazard waste in compliance with applicable legislation , regulatory requirements and corporate safety policy.
Ø 确保易制毒化学品的使用、购买和储存符合国家有关法律法规要求和公司安全规定。Ensure the use, purchase and storage of drug easily-made chemicals to meet applicable legislation and regulatory requirements.
Ø 确保实验室人员分析操作的安全。Ensure safe operation of laboratory analysts.
3.6 销售部 Sale Dept
Ø 确保危险化学品的销售符合国家有关法律法规要求。Ensure sale of hazard chemicals in compliance with applicable legislation and regulatory requirements.
4 各级人员安全生产职责 Safety Responsibilities of Staff at Each Level
4.1 总经理 GM
作为公司的主要负责人,是安全生产第一负责人,对公司的安全生产负全面领导责任。履行安全生产法规规定的如下职责As the head of the whole operation, the chief person in charge of company safety operation, taking on overall leadership responsibility for safety operation and fulfilling the following responsibilities specified by law:
Ø 建立、健全公司安全生产责任制；Establish and improve safety responsibility system
Ø 组织制定公司安全生产规章制度和操作规程；Organize and develop safety management and operating procedures.
Ø 保证公司安全生产投入的有效实施；Guarantee the safety investment
Ø 督促、检查公司的安全生产工作，及时消除生产安全事故隐患；Enforce and review the safety work, and eliminate potential hazards in a timely manner.
Ø 组织制定并实施公司的生产安全事故应急救援预案；Organize and develop emergency rescue plan
Ø 及时、如实报告生产安全事故。Report the safety accident truthfully and in good time.
Ø 组织实施安全标准化，建设企业安全文化。Push safety management standardization and build organization safety culture.
4.2 工厂经理 Site Mgr
作为工厂主要负责人,协助公司总经理,对工厂的安全生产负主要领导责任，贯彻执行国家关于安全生产的方针、政策、法律法规，确保工厂安全稳定运营。As the head of site, Assist GM to take on main leadership responsibility for site safe operation, carrying out applicable safety operation policy, legislation and regulatory requirements and guarantee site safety operation.
Ø 协助总经理建立、健全公司安全生产责任制；Assist GM in establishing and improving safety responsibility system
Ø 协助总经理制定公司安全生产管理制度和安全操作规程。Assist GM in Organizing and developing safety management and operating procedures.
Ø 协助总经理督促、检查公司的安全生产工作，及时消除生产安全事故隐患；Assist GM in enforcing and reviewing the safety work, and eliminate potential hazards in a timely manner.
Ø 协助总经理制定并实施公司的生产安全事故应急救援预案和演练。Assist GM in Organizing and develop emergency rescue plan, and implementing ERP drill.
Ø 协助总经理及时、如实报告生产安全事故，参加事故调查分析和处理。Assist GM in reporting the safety accident truthfully and in good time and involving the investigation and treatment of accident.
Ø 协助总经理组织实施安全标准化，建设企业安全文化。Assist GM in pushing safety management standardization and building organization safety culture.
Ø 负责制定运营部门的年度安全生产工作目标和工作计划，并确保实施。Be in charge of developing annual safety management goal and program of operation dept and ensure its implementation.
Ø 确保新建、改建、扩建项目安全、职业危害防护和消防设施与主体工程同时设计、同时施工、同时运行，并符合国家或行业规定的标准。Ensure safety, occupational health and firefighting facilities of newly built or rebuilt or expanded engineering project shall be designed, built and put into production and used at the same time with the main part of the project.
4.3 生产经理 Production Mgr
Ø 在工厂经理的领导下，负责生产部门的安全生产管理工作。Be in charge of safety management of production dept under site mgr leading
Ø 负责组织、制定及修订生产和维修的各项操作规程及规章制度。Organize, develop and revise all standard operating procedure and guideline for production and maintenance.
Ø 确保生产和维修人员严格遵守各项操作规程及规章制度。Ensure operator and mechanical worker complying with all standard operating procedure and guideline
Ø 确保本部门员工经过安全技术教育和培训，并考核合格后上岗。Ensure necessary safety training and education of the department staff, be competency of the job.
Ø 参加制定和修订公司的生产安全事故应急救援预案。Involve and revise ERP.
Ø 负责审批二级动火、密闭空间、高空作业、盲板抽堵、断路等作业许可。Be in charge of auditing the work permit of level two hot work, confined space, height work, blind plate work and stop road.
Ø 负责组织编写装置生产的开、停车方案及安全检修方案，制定出适用可行的安全防范措施。Organize to develop the proposal plan of start up, shut down and maintenance of production equipment and make appropriate safety measures.
Ø 定期组织对装置进行安全检查，保证设备、管道、仪表、建筑物、机械动力安全装置、工具等处于完好状态，Periodically organize equipment safe check to guarantee equipment, piping, instrument, building and mechanical device and tools in good condition.
Ø 确保原料、半成品储存安全。Ensure safe storage of RM and semi- finished products.
4.4 培训主管 Training Sup
Ø 协助生产经理做好生产部门的安全管理。Assist production mgr in good safety management of this department
Ø 负责对操作工进行安全生产教育和培训，确保其具备必要的安全生产知识，熟悉有关的安全生产规章制度和安全操作规程，掌握本岗位的安全操作技能，考核合格后方可上岗。Organize safety operating training and education of operators, ensure their well known of safe operating, safety operating procedures and management rules and safe skill, being competency of the job.
Ø 掌握公司的生产安全事故应急救援预案 Master organization ERP
4.5 生产班长 Operating Shift Leader
Ø 监督本班人员做好安全工作，确保安全生产。检查岗位工艺指标及工艺操作情况，做好设备设施的巡回检查，并做好记录 Supervise the shift members to operate safely. Check the parameter and operating status of process, have a patrol inspection of equipment and facilities and be recorded。
Ø 定期组织班组安全活动，负责本班组操作人员的班组级安全培训教育。Periodically organize sift safety activities, be in charge of shift level safety training of operator of this shift.
Ø 发现隐患要及时解决，作好记录，不能解决的要上报领导，同时采取控制措施；发生事故要立即组织抢救、保护现场，及时报告。Eliminate potential hazard on site and be recorded, report the potential hazard that can’t be eliminated immediately and take temporary control, organize to rescue and protect site and report immediately in case of incident.
Ø 负责本班组防护器具和安全装置的日常管理。Be in charge of routine management of safety tools and equipment of the shift.
Ø 审批和监督检查本辖区的动火、高空、密闭空间、管线开拆、吊装等作业活动。Audit and supervise the activities of hot work, height work, confined space and line break and lifting
Ø 掌握公司的生产安全事故应急救援预案 Master organization ERP.
4.6 操作工 Operator
Ø 认真学习和掌握工艺操作规程和安全信息，必须经专业培训，考核合格后方可上岗。Study to know process operating procedure and safe information, must attend the specific training and pass the examination before appointment.
工艺安全信息主要包括Process safe information include：
1）化学品危险性信息:物理特性、化学特性、毒性、职业接触限值Chemicals hazard information；physical properties, chemical properties, toxicity, occupational exposure limit
2）工艺信息:流程图、化学反应过程、最大储存量、工艺参数安全上下限值；Process information: flowcharts, reaction process, maximum storage capacity, upper and lower safe limits of process parameters
3）设备信息:设备材料、设备和管道图纸、电气类别、 调节阀系统、安全设施。Equipment information: PID, electrical control，control valve and safety facilities.
Ø 严格遵守产品工艺等各项安全操作规程Follow all safe operating procedure of product process.
Ø 掌握公司的生产安全事故应急救援预案Master organization ERP.
4.7 生产计划Production planner
Ø 确保叉车工进行产品包装的安全操作。Ensure safe operating of product packaging by forklift driver.
Ø 确保叉车工驾驶叉车的安全操作。Ensure safe driving of forklift
Ø 确保包装车间化学品储存安全 Ensure storage safety of chemicals in packaging bldg.
4.8 包装/储运 Packager
Ø 认真遵守产品包装的安全操作规程 Follow all safe operating procedures of product packaging
Ø 严格遵守叉车驾驶的安全操作规程 Follow safe operating procedures of forklift
4.9 维修工程师 Maintenance engineer
Ø 做好特种设备建档建帐工作，设备台帐要求完整、清楚、准确。Establish special equipment documents, and keep them clearly and accurately
Ø 制定设备检修计划和安全检修方案，在交待任务的同时交待安全注意事项和安全措施，杜绝违章检修和违章施工。Develop equipment repairing plan and safe repairing proposal, include the safety attention and measure in the communication of work task, prohibit violation of repairing and construction
Ø 确保设备检修维护时，做好事故预防工作，在编制修订检修规程及施工方案时，必须符合安全技术规范要求。Take preventive action before equipment maintenance, repairing induction and construction proposal must comply with safety technology standards.
Ø 确保维修人员严格执行动火、高空、密闭空间、管线开拆、吊装等作业许可证管理制度。Ensure mechanical workers follow the work permit procedure during hot work, height work, confined space, line breaking, lifting etc.
Ø 制定关键设备预防性检修计划，并确保实施。Develop key equipment preventive maintenance program and ensure its implementation.
Ø 参加制定和修订公司的生产安全事故应急救援预案。Involve the revising and development of corporate ERP.
4.10 机械维修班长 Maintenance Shift Leader
Ø 确保本班人员做好安全检修工作 Ensure this shift personnel have a safe repairing work
Ø 负责本班组操作人员的班组级安全培训教育,定期组织班组安全活动。Be in charge of safety training and education of this shift personnel, organize this shift safety activities periodically
Ø 严格执行动火、高空、密闭空间、管线开拆、吊装等作业许可证管理制度 Follow work permit procedure during hot work, height work, confined space, line breaking, lifting etc.
4.11 机械维修工 Mechanic worker
Ø 按时进行设备巡检，及时发现消除设备运行操作中的不安全隐患。发现设备跑冒滴漏要及时进行检修。防止设备事故的发生。Have a inspection of equipment on schedule , indentify and eliminate unsafe condition of running equipment. Detect equipment leaking and repair it immediately to prevent incident occurring.
Ø 严格遵守设备检修规程。Follow equipment repairing induction
Ø 严格执行动火、高空、密闭空间、管线开拆、吊装等作业许可证管理制度。Follow work permit procedure during hot work, height work, confined space, line breaking, lifting etc.
4.12 仪表 Instrument worker
Ø 负责可燃气体报警器、氯气报警器、压力变送器、液位计、温度计各种仪表监控装置的日常检查和维修维护，确保仪表控制参数调整在工艺生产正常的范围内。防止仪表和控制系统的误信号，误指示或失灵，造成生产工艺异常和生产事故的发生。Be in charge of daily check and maintenance of combustible gas detector, chlorine gas detector, pressure device, liquid level device, temperature device etc. Ensure instrument control
